On September 18, 2009, Chairman Charles Register organized and officially opened the first meeting of Chapter 101 of the Southern California Regional Group of the Blinded Veterans Association at Braille Institute in Anaheim, California. Here meetings were held the third Friday of each month thereafter with guest speakers as well as business meetings.
In January of 2012, the Tibor Rubin V.A. Medical Center opened the Blind Rehabilitation Center building with an office for the Blinded Veterans Association. The Southern California Regional Group requested that the Chapter 101 of Orange County represent the Blinded Veterans Association in this new office. Meetings were then alternated each month between Anaheim and Long Beach.
Effective July 1, 2015, the Blinded Veterans Association granted Chairman Charles Register's petition of the Chapter 101 members to be its own independent Regional Group for Orange County, California. The first official meeting as the new Orange County, California Regional Group was held on July 17th , 2015 with Charles Register elected as President.
On May 1, 2017, President Charles Register passed away after a long illness.
In August of 2018 at the 74th Blinded Veterans Association National Convention, the National Board approved the request to change the name to the Charles Register Regional Group of the Blinded Veterans Association.
Serving Blinded Veterans within the boundaries of Orange County, California, and those who are participating in programs at the Long Beach Blind Rehabilitation Center.

The Blinded Veterans Association (BVA) traces its roots back to the end of World War II. The organization’s founders consisted of some 100 young men, mostly in their early 20s. Members of this unique group had recently lost their sight in the war.
The Blinded Veterans Association (BVA) is now a congressionally chartered Veterans Service Organization established specifically to help Veterans and their families meet and overcome the challenges of blindness. The organization welcomes those who can offer their ideas, thoughts, and service in achievement of this worthy objective.
